The object of this study is to contribute to the knowledge and
understanding of the effects of policy measures from an economic point of view. This is done in two steps. First, the functioning of the demand side of the heroin market is studied. Employing a process model, the behaviour of a group of heroin users is described. Next, the effects of policy measures are determined by experimenting with the
process model.
